The SCC handbook requires a rate or rule for every form that affects premium unless a stated exemption applies and expects related materials to be cross-referenced and placed on the proper SERFF schedules.

The ordinary Chapter 19 approval provision does not cover listed forms including the standard fire policy specified standard automobile forms workers compensation surety qualifying large commercial risks and other enumerated categories.

Qualifying large commercial risks receive the statutory exemptions identified in § 38.2-1903.1 from ordinary Chapter 19 rate and form requirements.

Form
A covered form may not be delivered or issued for delivery without written approval. A complete filing is deemed approved after 30 days unless disapproved or review is extended for up to 30 additional days.

An ordinary competitive rate and supplementary rate information filing is made on or before its effective date and may be used once filed.

Virginia filing data uses combined and separate filing types. The current handbook permits related material in an appropriately constructed filing but requires correct Form Rate/Rule and Supporting Documentation schedule placement and product separation.
