After the required process the commissioner may prospectively require prior approval for a specified class line type or market segment rather than all P&C forms.

A form must be filed with and received by the commissioner before it is used. Ordinary forms do not require affirmative approval before use unless the commissioner has imposed a prospective prior-approval designation.
