A small-commercial form subject to filing is submitted no later than 45 days before its effective date and becomes available for use 45 days after filing or after an established comment period unless earlier approved or disapproved.

Method

Initial or new-line base rates and aggregate annual changes over 10 percent use prior review with a 45-day clock and possible 45-day extension. Changes of 10 percent or less are filed 45 days before use. An individual deviation within 25 percent needs no filing; a deviation over 25 percent may be used immediately and is filed within 30 days after effectiveness.

Effective April 12 2026 Pennsylvania retains rate rule and policy-form filing requirements only for all personal risk insurance and the notice's finite commercial list: commercial property; farmowners; medical professional liability; workers compensation; commercial GL; businessowners; commercial cyber; title; commercial auto; day care centers; lender-placed products; and commercial flood rates and rules.

Applies to: Products retained by Notice 2026-07

Conditions and exceptions: Commercial flood retains rates and rules but not forms. Product-specific statutes still determine the applicable method.
