Exemption
NMSA §59A-17-13.2 authorizes the superintendent to create an exempt-commercial-policyholder class by rule, but the current comprehensive P&C rate and form rules in 13.8.2 and 13.8.3 NMAC do not define or implement that class. The statute is enabling authority, not a self-executing filing exemption.
Applies to: Large commercial policyholder
Conditions and exceptions: Do not apply a large-commercial-policyholder exemption without a current implementing rule. Ordinary product rules apply; workers-compensation mandatory-form provisions would remain even if a rule were adopted.
