Rate and form filing requirements do not apply when the policyholder certifies eligibility and pays at least $25000 annual P&C premium while satisfying two statutory organizational criteria.

Applies to: Commercial P&C excluding workers compensation

Conditions and exceptions: Two of the following are required: more than $5 million revenues $2.5 million net worth 25 full-time employees $5 million nonprofit/public budget or municipality population 15000. Workers compensation is excluded and materials must be supplied on request.

Covered filings must be submitted at least 30 working days before the proposed effective date and deem approved absent disapproval; written notice may extend review by 30 working days and earlier effectiveness may be authorized.
